Relative velocity is the difference between two velocities. RV = V1 - V2. The term Vba is the velocity of object B with respect to object A. Vba = Vb - Va. A is the reference frame. Vab = Va - Vb. Let's assume train 1 is moving east at 80 mph while train 2 is moving east at 50 mph. The relative velocity of train 1 with respect to train 2 is RV = V1 - V2 = 80 mph - 50 mph = 30 mph. Train 1 is moving 30 mph with respect to train 2. The full version of the video above contains plenty of example problems on relative velocity.
